Technical Business Analyst Analyst - Major Council IT Programme
💼 £49,000 + benefits | 12-month FTC (with extension potential) | Hybrid (London HQ + occasional site travel)
Are you an experienced Business Analyst with a technical edge? Do you want to play a pivotal role in one of London's most ambitious public sector IT transformations?
A leading London council is driving forward a major Technical Disaggregation Programme, creating a fully sovereign IT environment independent from a former shared service partnership. This includes:
Network separation (sovereign networks by Sept 2026)
Zero Trust security architecture implementation
Azure tenancy separation (independent sovereign cloud instance)
The Role
As a Service Delivery Analyst, you'll act as the crucial link between service teams and technical architecture. You'll work across digital innovation, cyber, infrastructure, and architecture teams - gathering requirements, defining acceptance criteria, and ensuring that service delivery aligns with technical delivery.
Day-to-day you'll:
Facilitate workshops with technical SMEs (cybersecurity, architects, infrastructure)
Translate complex technical discussions into actionable requirements
Identify service gaps and define acceptance criteria
Liaise across sovereign and shared services (adult/children's, legal, audit, libraries) to ensure seamless delivery
Support site surveys (occasional borough travel; expenses covered for non-base travel)
About You
We're looking for someone who can bridge the gap between technical and business. You don't need to be a deep SME in cyber or architecture - but you should be confident engaging with technical stakeholders and translating their input into clear service requirements.
Experienced Business Analyst / Service Analyst with large-scale IT service projects (public sector experience desirable, not essential)
Skilled in workshop facilitation and documenting outputs (e.g., using Miro boards)
Strong communicator, able to manage multiple stakeholder groups
Confident handling both technical and service conversations
The Offer
12-month FTC (with extension potential)
£49,000 salary (with some flexibility for exceptional candidates)
High-visibility programme reporting directly into the Programme Manager
Opportunity to shape a once-in-a-generation IT transformation for a London council
📅 Interviews: mid-September | Start date: October 2025
